Hours/week: 40 (25 hours/week for Harbor & Pier Operations and 15 hours/week for Public Works)

Position Summary

The City of Point Arena is seeking a versatile and service-oriented individual to fill a combined role supporting both Harbor and Pier Operations and City streets and maintenance functions. This position performs semi-skilled work in the construction, maintenance, repair, and operation of the City’s harbor, pier, waterfront facilities, streets, and related infrastructure.

The role also provides customer service support related to harbor and pier use, fee collection, and public assistance, while ensuring the safe operation of equipment and the protection of staff, the public, and City property.

The City is seeking a candidate who can identify opportunities to enhance operations, improve services, and implement practical improvements to maximize efficiency and revenue. The Pier is an enterprise fund that currently generates revenue to support one staff member, working 25 hours per week.

Supervision

Receive direct or general supervision from assigned supervisory or management staff. May provide technical or functional guidance to assigned staff as needed.

Essential Job Functions

Harbor & Pier Operations (Approx. 25 Hours/Week)

  • Upholds compliance with safety standards when operating, inspecting, and maintaining the boat hoist and related equipment.
  • Performs security checks and enforces harbor and pier rules and regulations; interacts with the public and responds to challenging situations calmly and professionally.
  • Inspects, cleans, and repairs waterfront facilities and assists with preparation for special events.
  • Provides customer service related to pier and harbor use, including boat storage, rentals, key assignments, parking enforcement, and abandoned vehicle coordination.
  • Collects fees and dues and handles cash transactions responsibly.
  • Performs general grounds maintenance throughout harbor and pier areas, including debris removal and restroom and shower cleaning.
  • Performs related administrative duties, including coordinating with vendors, responding to public inquiries, and assisting City staff as needed.
  • Maintains and repairs harbor and pier buildings, waterfront facilities, and equipment, including carpentry, plumbing, light electrical, irrigation repair, janitorial work, grounds maintenance, and weed abatement.
  • Maintains and services restroom facilities, refuse and recycling areas, and disposal bins at waterfront properties.

Streets, Parks & Maintenance (Approx. 15 Hours/Week)

  • Performs construction, maintenance, and repair of City streets, drainage structures, and related infrastructure.
  • Operates light, medium, and heavy equipment used in street maintenance and repair.
  • Performs asphalt patching, striping, sign installation and repair, and basic roadway maintenance.
  • Sets up traffic control zones using cones, barricades, and signage to ensure public and workers’ safety.
  • Assists with weed abatement and debris removal to maintain safe public rights-of-way.

All Assignments

  • Follows safe work practices and properly uses required safety equipment.
  • Operates and maintains tools, vehicles, and equipment related to assigned duties.
  • Maintains clean, safe, and orderly work areas.
  • Responds to after-hours and emergency situations as required.
  • Performs related duties as assigned.

Qualifications

Knowledge of:

  • Practices, methods, tools, and materials used in building, facility, street, and waterfront maintenance.
  • Grounds-keeping, janitorial services, and general repair techniques.
  • Operation and maintenance of hand and power tools, vehicles, and equipment (including hoists).
  • Customer service practices, including fee collection, rentals, and public interaction.
  • Applicable safety standards, traffic control procedures, and OSHA regulations.
  • Shop math, safe driving practices, and hazardous materials handling.
  • Basic computer applications and modern office practices.
  • Proper English usage and effective communication techniques.

Ability to:

  • Perform semi-skilled construction, maintenance, and repair work across multiple City facilities and infrastructure systems.
  • Safely operate tools, vehicles, and equipment, including hoists.
  • Read and understand basic plans, drawings, and specifications.
  • Conduct safety inspections and follow established procedures.
  • Estimate materials needed and maintain basic records and reports.
  • Organize work, meet deadlines, and adapt to changing priorities.
  • Communicate clearly and professionally with the public, coworkers, contractors, and City staff.
  • Exercise tact, judgment, and professionalism in public-facing and occasionally sensitive situations.

Education and Experience

Any combination of training and experience that provides the required knowledge and abilities is qualifying. A typical background includes:

  • Equivalent to completion of the 12th grade.
  • One (1) year of experience in construction, maintenance, or repair of buildings, facilities, streets, or related infrastructure.
  • Additional experience in harbor, pier, or waterfront operations is highly desirable.
  • Valid California Class C driver’s license with a satisfactory driving record.
  • Ability to obtain additional certifications (forklift, traffic safety, etc.) related to assignment may be required.

Physical Demands & Working Conditions

Work requires mobility, strength, and stamina to perform medium to heavy physical labor, including lifting, climbing, bending, and working in confined spaces. Duties are performed outdoors in varying weather conditions and may involve exposure to noise, traffic hazards, chemicals, mechanical equipment, and waterfront environments. Position requires frequent interaction with the public.

JOB: Performs a variety of administrative support duties to the City Manager in support of City programs including maintenance of official records; liaison between City Hall and the public; coordinate assigned activities with other City departments, outside agencies and the public; and provide highly responsible and administrative support to the City Manager and members of the City Council as well as perform other related administrative duties as required.

EXPERIENCE: Any combination of training, education and experience which demonstrates an ability to perform the duties of the position.  A typical way to obtain the knowledge and skills outlined above is equivalent to completion of two years of college or possession of an Associate of Arts degree with major coursework in office administration, public administration, or a closely related field and/or three years of office administrative experience involving public contact. Practical experience in the field of public administration is essential.

Bid No. 2019-01: Riverside Drive & Windy Hollow Road Improvements

Notice to Contractors

The City of Point Arena will accept sealed bids for the Riverside Drive & Windy Hollow Road Improvements Project, #2019-01, by or before June 26, 2019, at 2:00 p.m., at the Point Arena City Hall, located at 451 School Street, Point Arena, California 95468, at which time the bids will be publicly opened and read aloud.

Project Description

The City proposes to perform roadway improvements along approximately 1,100 feet of Riverside Drive and approximately 175 feet of Windy Hollow Road. Proposed work on Riverside Drive consists of the removal and disposal of deteriorating asphalt concrete (AC) paving, placement of new AC paving and overlay, and improvements to existing drainage facilities, including the installation of a new storm drain inlet. Proposed improvements along Windy Hollow Road include the removal and disposal of deteriorating AC paving, placement of new AC paving, and the installation of two 6-inch sub drains.

An Add Alternate consisting of 30,000 square feet of AC paving overlay on Eureka Hill Road.

Engineer’s Opinion of Probable Cost for Base Bid: $233,395

Engineer’s Opinion of Probable Cost for Add Alternate: $110,000

An electronic copy of the Plans and Contract Documents for the Project may be obtained at City Hall for a fifty dollar ($50) non-refundable charge for each thumb drive. They are also posted on the local Builders Exchange websites.

Now Hiring: Wastewater Treatment Plant Operator

The City of Point Arena seeks a certified Grade One or higher Wastewater Treatment Plant Operator.

The Operator is expected to independently perform the full range of wastewater collection and treatment maintenance duties and requires the use of considerable independence, initiative and discretion within established guidelines. Responsibilities include leading the operations of the Wastewater Treatment Plant and supervising and training staff.

Some benefits of this position include:

  • Flexible hours and schedule of 2 to 4 days a week largely based on the needs of the applicant;
  • A pay range of $27.78 – $36.20 per hour, depending on experience;
  • Benefits, including health care, vacation and sick pay, beginning at 20 hours per week;
  • Point Arena provides a Simple IRA retirement plan. The City of Point Arena is not a CalPERS agency, so retired waste treatment operators may work without affecting their retirement payments.

The City operates and maintains a Wastewater Reclamation Facility with approximately 11,000 lineal feet of 6-inch diameter sewage collection mains, one lift station, and four 17,000 square foot percolation ponds.  The treatment facility is designed to provide secondary treatment for up to 130,000 gallons of wastewater per day (gpd).  It currently treats an average of 38,000 gpd in dry weather and 79,000 gpd with wet weather flow.

Point Arena, a community of 445 residents on the southern coast of Mendocino County, functions as the cultural and economic center for the approximately 5,000 residents that live within the 15-mile radius of the City.  Arena Cove, a natural harbor a mile west of town, has a 335 ft pier and boat launch facility that is used by sport and commercial fishermen, ocean sports enthusiasts and sunset watchers. Our small, rural city hosts a movie theater, community library, K-12 school district, banking, medical & dental services, food cooperatives, restaurants and cafes.

This is great opportunity for a soon-to-retire or recently retired Treatment Plant Operator, as the City of Point Arena is not a CalPERS Agency.  Retired waste treatment operators could work without affecting their retirement payments.
