2019-09-24 Housing Element Update Public Notice

NOTICE IS HEREBY GIVEN that on September 24, 2019 at 6:00 p.m. in the City Council Chambers at 451 School Street, California, the City of Point Arena will hold a public input session regarding the draft 2019-2027 Housing Element Update.

This City Council Public Input Session is intended to satisfy a portion of the public involvement component of the California Department of Housing and Community Development’s Housing Element Update requirements.  Specifically, this is an opportunity to engage all critical stakeholders including tenants and homeowners, special needs populations, businesses, and real estate and housing providers and developers thus ensuring participation of all economic segments of the community.

Residents of Point Arena are encouraged to attend the hearing where they will be given the opportunity to provide input on this proposed Housing Element Update. All interested parties are welcome to attend the meeting or provide written comments via mail to PO Box 67, Point Arena, CA 95468 or by email to admin@pointarena.ca.gov.  A copy of the Draft Housing Element Update and a comment form are available on the City’s website, http://pointarena.ca.gov.

REQUEST:    Review and consider a recommendation to the City Council on two amendments of the City of Point Arena Local Coastal Program Land Use Plan and Implementation Program (Coastal Zoning Code). The first, OA/GP #2019-01 proposes to regulate development of Accessory Dwelling Units (ADU’s) in compliance with recent State legislation as codified in Gov Code Section 65852.2. The second, OA/GP # 2019-02 proposes to allow additional uses in the Agricultural Exclusive (AE) district, including allowing the following additional conditional uses: Farm Stays, and in addition to hog farms, turkey farms, frog farms, and fur farms, allowing other types of animal husbandry that have the potential to produce significant odor or noise impacts, or otherwise require special consideration due to the unusual nature of the operation.

LOCATION:   Within the City of Point Arena boundaries.  The entirety of the City of Point Arena is within the Coastal Zone.

VI.  PRIVILEGE OF THE FLOOR (Public Comment Period)
This is the time for members of the public who wish to be heard on matters that do not appear on the Agenda. City Council policy is to limit each speaker to three (3) minutes.  Such time allotment or portion thereof shall not be transferred to other speakers.  Pursuant to the Brown Act Section 54954.3, the City Council may not take action on an item that does not appear on the Agenda.  The public will be allowed to speak concurrently with the calling of an agenda item following the staff presentation of that item.


VII.  CONSENT CALENDAR

Notice to the Public:  All matters listed under this category are considered to be routine by the City Council and will be enacted by one motion. If a member of the public would like an item on the Consent Calendar pulled and discussed separately, the request shall be made to a Councilmember prior to the meeting.  Unless a specific request is made by a Councilmember, the Consent Calendar will not be read.  There will be no separate discussion of these items.
