NOTICE IS HEREBY GIVEN that the City of Point Arena circulated a Draft Mitigated Negative Declaration (MND) State Clearinghouse number 2025120870, which was distributed for public review, pursuant to the California Public Resources Code and the California Environmental Quality Act Guidelines (CEQA Guidelines) from December 15, 2025 through January 16, 2026. This MND reviewed the project described below.
NOTICE IS HEREBY GIVEN that the Point Arena City Council will conduct a public hearing at City Hall, 451 School Street, Point Arena, CA, and via Zoom on Tuesday, July 21, 2026, at 6:00 p.m., or as soon thereafter as possible, on the following item:

REQUEST: Coastal Development Permit (CDP 2025-4), Use Permit (UP 2025-1) to:
- Construct a seasonal (May to October) ten-site low-cost campground in the Rockwall Property consisting of three City-owned tiny homes, a Campsite Manager’s RV, and seven tent camping spaces.
- Demolish an existing 550 SF restrooms in the “Rockwall” property and replace it with a 528 SF restroom/showers building in the same footprint as the existing restroom.
- Remove various abandoned heavy equipment from the Rockwall Property.
- Demolish a 400 SF existing shed in the Arena Cove parking lot and replace it with a new 400 SF metal shed; install two commercial ice machines in the shed; install a new emergency generator and propane fuel source for the generator; and relocate the boat washing station from the north side to the west side of the shed.
- Remove the City’s 900 SF community recycling area from the Arena Cove parking lot and reuse this area for boat and fishing equipment storage.
- Establish a temporary storage and construction staging area for the Arena Pier Rehabilitation project. The staging area would be located on the eastern end of the Pier Parking Lot. This area would be fenced off for about 4 summer months during the pier rehabilitation project.
- Install interpretive signs, safety signs, wayfinding signs, and signs for the Campground and Arena Cove Park.
- Install safety fencing and habitat protective fencing at Arena Cove Park.
- Legalize existing unpermitted use of the Rockwall Property for off-season boat storage.
- Use of the campground facility during for occasional City sponsored event parking.
The project is located in the Coastal Zone.

The public comment period runs from the date this notice is published until July 21, 2026 to allow sufficient time for submission of comments by mail. Written comments should be delivered to the City, no later than 5:00PM on July 20, 2026 via email to planning@pointarena.ca.gov or via mail to City Planner, 451 School Street, Point Arena, CA. 95468.
The Point Arena City Council is soliciting your input about this project. All interested parties are invited to attend and be heard at this time. If you challenge the above matter(s) in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Clerk at, or prior to, the public hearing. All documents are available for review in the City Clerk’s Office. Should you desire to request notification of the City Council’s decision, you may do so in writing by providing a self-addressed stamped envelope to the City Clerk.
This project may be appealed to the Coastal Commission within 10 days of the final City Council decision. There is no appeal fee.
