Library Advisory Board Vacancy

The City of Point Arena seeks an individual to serve on the Mendocino County Library Advisory Board. The Library Advisory Board plays an important role in the development of quality improvements in local library branches, including Coast Community Library. It helps guide library policy, reviews the budget and advises the Library Director. The Board meets monthly at venues around the county. Preference is given to a City resident. The term of service is two years. Applications are due January 27.

Join us for the 2nd Annual Haunted Garden on Halloween Night!

Created by local artists and community members with assistance from the City of Point Arena, the Haunted Garden will delight children and adults alike with Zombie Mermaids, Billy Ketchum’s Weird Zoo, Dracula’s Coffin, a Pumpkin Patch, and more!!

  • 4-5:30pm — Not-So-Scary Halloween Garden for youngsters. Merchants on Main Street will also be ready for trick-or-treaters!
  • 6-9:00pm —  Sorta Scary Halloween Garden for teens and adults.

On November 1, there will be a Day of the Dead Celebration from 1pm-6pm.

Thank you for helping us create a garden with the goal of providing food, fun, pride, and a connection for the community.

California Coastal Cleanup Day welcomes more than 60,000 volunteers statewide who pick up hundreds of thousands of pounds of trash and recyclables from beaches, lakes, and waterways each year. It brings awareness to the marine litter problem and provides a community event for direct involvement. Help us by joining in the fight to preserve wildlife by taking trash out of the environment.

This event is part of the International Coastal Cleanup, organized by the Ocean Conservancy. California Coastal Cleanup Day is the largest volunteer event in the US and International Coastal Cleanup Day is the largest volunteer event on the planet.

20th Annual Harbor & Seafood Festival

This is an event that you don’t want to miss! A stunning coastal setting with local seafood, local bands and local brews, all for a great cause – raising money to keep our local pier operating for the public all year long!

This year’s menu features BBQ Oysters, Point Arena Salmon Cakes, Baja Fish Tacos, Island Albacore Kebabs, New England Clam Chowder and Gulf Coast Shrimp Cocktail along with BBQ corn-on-the-cob, fresh salad and fries, hot dogs and burgers, and a variety of soft drinks and locally-made desserts.

Libations include local craft beer courtesy of North Coast Brewery, local assorted wines, hard cider from OZ Farm, and non-alcoholic beverages including homemade lemonade and mineral water.

This 20th Annual Harborfest hosts live performances by local and regional acts The Casuals, JJ Mulekat, Burnside, and Middle Children.

A kid’s area will host a bouncy house and gaming center as well as fun activities by ACTION Network and ACORN Partners in Education.

There is no entrance fee for the event. Purchase $1 tickets at the entrance gate for food, drink and activities. This is a cash-only event.

Parking is available in the adjacent Rock Wall park and along the north side of Port Road only.

Please bring your kids, but please leave your dogs at home.

2019-2027 Draft Housing Element Update

2019-2027 Final Housing Element Update

The City’s Housing Element Update consultant, PlanWest Partners Inc., is working with the City to create Point Arena’s 2019-2027 Housing Element Update. The update is required by the California Department of Housing and Community Development. The City’s last Housing Element Update covered the period 2014-2019.

The Point Arena City Council will take public input and finalize the Housing Element at a special meeting on October 8, 2019.

What is a Housing Element? 

Since 1969, Housing Elements have been mandatory portions of local general plans in California because providing housing for all Californians is considered by the state legislature to be of vital statewide importance. A Housing Element provides an analysis of a community’s housing needs for all income levels, and strategies to respond to provide for those housing needs. It is a key part of the City’s overall General Plan. State Law establishes that each city accommodate its fair share of affordable housing as an approach to distributing housing needs throughout the state. State Housing Element law also recognizes that in order for the private sector to address housing needs and demand, local governments must adopt land-use plans and implementing regulations that provide opportunities for, and do not unduly constrain, housing development by the private sector.

Rules regarding Housing Elements are found in the California Government Code Sections 65580-65589. Unlike the other mandatory general plan elements, the housing element is required to be updated every five years. It is also subject to detailed statutory requirements and mandatory review and approval by a State agency — HCD (Department of Housing and Community Development).

According to State law, the Housing Element must:

  • Provide goals, policies, quantified objectives and scheduled programs to preserve, improve and develop housing
  • Identify and analyze existing and projected housing needs for all economic segments of the community
  • Identify adequate sites that are zoned and available within the 7 year housing cycle to meet the city’s fair share of regional housing needs at all income levels
  • Be certified (approved) by the State Department of Housing and Community Development (HCD) as complying with state law
  • Be internally consistent with other parts of the General Plan (and meeting this requirement is critical to having a legally adequate General Plan)

Key content that Point Arena’s Housing Element must contain includes:

  • A summary of the population and housing characteristics that contribute to the present and future housing need in Point Arena.
  • A description of constraints on the development of housing in Point Arena.
  • An evaluation of the existing Housing Element.
  • An inventory of sites to accommodate Point Arena’s identified housing need.
  • Programs to promote housing opportunities for all Point Arena residents.
  • A statement of quantified objectives that estimates the number of housing units by income level to be provided for in the City of Point Arena by 2027.

Public Safety Power Shutoff Information

As part of PG&E’s Community Wildfire Safety Program, PG&E is implementing additional precautionary measures to help reduce the risk of wildfires. If extreme fire danger conditions threaten a portion of the electric system serving the community, PG&E may turn off electricity in the interest of public safety. This is called a Public Safety Power Shutoff.

Your energy company makes the decision to turn off power by monitoring local fire danger conditions across California and taking into consideration a combination of weather and environmental factors.

In the event of a Public Safety Power Shutoff (PSPS), PG&E will provide notifications to their customers. Power outages could last multiple days depending on the severity of the weather and other factors. It is important that you and your family have an emergency preparedness plan in place. Point Arena residents should prepare now for a PSPS event.

Preparedness Tips

  • Update your contact information with PG&E.  Visit pge.com/mywildfirealerts or call 1-866-6589.
  • Sign up for MendoAlert to receive updates about power outages and other emergency notifications.
  • Review PG&E’s website to learn more about preparing you and your family for these events.
  • Learn more about preparing for a PSPS event at www.prepareforpowerdown.com.
  • Plan for power outages with resources from www.ready.gov.
  • Review the Department of Energy’s generator safety and usage guidelines and PG&E’s backup generator guide and resources
  • Extended power outages associated with PSPS events may impact the whole county. Take an inventory now of the items you need that rely on electricity.
  • Plan for batteries and other alternatives to meet your needs when the power goes out.
  • Talk to your medical provider about a power outage plan for medical devices powered by electricity and refrigerated medicines. Find out how long medication can be stored at higher temperatures and get specific guidance for any medications that are critical for life.
  • Keep mobile phones and other electric equipment charged and gas tanks full.
  • Review your supplies that are available in case of no power. Have flashlights with extra batteries for every household member. Have enough nonperishable food and water.  Prepare an emergency supply kit.
  • Install Carbon Monoxide detectors with battery backup in central locations on every level of your home.
  • Keep freezers and refrigerators closed. The refrigerator will keep food cold for about four hours. A full freezer will keep the temperature for about 48 hours. Monitor temperatures with a thermometer. Use coolers with ice during a prolonged power outage.

SUMMARY: The City Council will review whether the adoption of an underground utility zone is in the general public interest for the reasons stated in Point Arena Municipal Code section 12.20.030 and determine whether to adopt a resolution establishing an underground utility zone. The underground utility zone will use PG&E work credits to fund the undergrounding of overhead electrical utilities.

ALL INTERESTED PARTIES are invited to attend the Public Hearing and give testimony and/or present evidence relative to said application. If you challenge the project in court, you may be limited to raising only those issues you, or someone else, raised at the public hearing or in written correspondence delivered to the City at or prior to the public hearing.

    Bid No. 2019-01: Riverside Drive & Windy Hollow Road Improvements

    Notice to Contractors

    The City of Point Arena will accept sealed bids for the Riverside Drive & Windy Hollow Road Improvements Project, #2019-01, by or before June 26, 2019, at 2:00 p.m., at the Point Arena City Hall, located at 451 School Street, Point Arena, California 95468, at which time the bids will be publicly opened and read aloud.

    Project Description

    The City proposes to perform roadway improvements along approximately 1,100 feet of Riverside Drive and approximately 175 feet of Windy Hollow Road. Proposed work on Riverside Drive consists of the removal and disposal of deteriorating asphalt concrete (AC) paving, placement of new AC paving and overlay, and improvements to existing drainage facilities, including the installation of a new storm drain inlet. Proposed improvements along Windy Hollow Road include the removal and disposal of deteriorating AC paving, placement of new AC paving, and the installation of two 6-inch sub drains.

    An Add Alternate consisting of 30,000 square feet of AC paving overlay on Eureka Hill Road.

    Engineer’s Opinion of Probable Cost for Base Bid: $233,395

    Engineer’s Opinion of Probable Cost for Add Alternate: $110,000

    An electronic copy of the Plans and Contract Documents for the Project may be obtained at City Hall for a fifty dollar ($50) non-refundable charge for each thumb drive. They are also posted on the local Builders Exchange websites.

    All Contractors and Subcontractors shall possess appropriate Contractor’s Licenses for their trades at the time the contract is awarded.

    Each Bid Proposal, along with any required supporting bid materials, shall be submitted in a sealed envelope bearing the title of the work, “Riverside Drive & Windy Hollow Road Improvements, City of Point Arena Project No. 2019-01” and the name of the bidder.

    The City of Point Arena reserves the right to reject any or all bids.

    This is a prevailing wage contract.
